Green House Gas GHG Programme
Verification of your organisations GHG emissions and removals.
Verification New Zealand Limited verifies an organisation’s GHG assertion against the requirements of ISO 14064.1:2006: “Specification with guidance at the organisation level for quantification and reporting of greenhouse gas emissions and removals”.
Verifications are carried out in accordance with ISO 14064.3:2006 “Requirements for greenhouse gas validation and verification for use in accreditation or other forms of recognition”. Verification New Zealand Limited has been accredited by JASANZ to the international standard ISO 14065:2007 “ Greenhouse gases - Requirements for greenhouse gas verification bodies for use in accreditation or other forms of recognition” to perform these types of GHG verifications. JAS-ANZ is the government-appointed accreditation body for Australia and New Zealand responsible for providing accreditation of conformity assessment bodies (CABs) in the fields of certification and inspection. Please visit their website for more information (http://www.jas-anz.com.au) At the completion of the verification process, Verification New Zealand Limited will issue a verification statement that verifies GHG emissions and removals have been quantified and reported in accordance with ISO 14064.1:2006.
A two stage review is required to verify GHG emissions:
- Stage One: A review of documentation at our office.
- Stage Two: An onsite review at your organisations site(s).
- Stage one involves a desk top review of the GHG systems and data and covers the information used in your application (emissions inventory reports etc) as well as relevant consents and licences if applicable.
- Information in the following documents is assessed during the desktop review:
- The completed Verification New Zealand Limited application form:
- A GHG report which includes the items identified in Section 7.3 of ISO 14064.1:2006
- A copy of your emissions inventory and details of who prepared this document
- This information is reviewed against the requirements of ISO 14064.1:2006.
- There may be some findings and recommendations resulting from the Stage 1 audit; Verification New Zealand Limited will document these in a report and forward a copy to you.
- A quotation for the verification of your organisations GHG emissions to ISO 14064.1:2006 will then be prepared and forwarded. This will confirm the Scope, Verification Criteria, objectives, materiality, and level of assurance of the GHG Verification. The verification timeframe and costs will be included.
- Stage two involves an onsite review at you organisation. A written audit/sampling plan will be confirmed with you prior to the audit. The audit includes a review of the location and identification of emissions sources and sinks, interviewing responsible management, tracing some emissions calculations back to the source information and reviewing relevant policy, procedures, ongoing monitoring and previous verifications and reviews.
- Once all is complete, a second report is generated; this will detail any conditions associated with the audit that are required to be completed. Once all conditions are cleared, a verification statement relating to your GHG assertions will be drafted; this statement will be forwarded to you for review if requested. The verification statement is then issued.

- We are independent and impartial in carrying out verification activities.
- We conduct on-going risk assessment to ensure impartiality and conflicts of interest are managed.
- We have contractual agreements with staff and subcontractors to assist in the management of impartiality.
- We have an independent committee to review our verification activities and any conflicts of interest that arise.
We ensure the objectivity of verification activities; findings and conclusions are based on objective evidence generated during the verification.

WHAT ARE THE ELEMENTS OF ISO14001?

The Standard covers the following:
- An environmental policy, in which the organisation states its intentions and commitment to environmental performance.
- Planning, in which the organisation analyses the environmental aspects and their impacts of its operations.
- Implementation and operation: the development and putting into place of processes that will bring about environmental goals and objectives.
- Checking and corrective action: monitoring and measurement of performance indicators to ensure that goals and objectives are being met.
- Management review: review of the Environmental management System (EMS) by the organisation's top management to ensure its continuing suitability, adequacy, effectiveness and continual improvement.
- There is a strong focus on improvement throughout the Standard.
- Companies should reduce costs and save resources.
THE CERTIFICATION PROCESS
Step 1.
Contact us. We will come and see you or send out an application form. Complete the form and send it back.
Step 2.
An auditor will be assigned to you and will make contact to discuss your needs and to go over the audit process.
Step 3.
Once your procedures have been completed your auditor will complete a document review of your systems against the chosen standard. This gap analysis is intended to make sure the system you have written complies with the standard and covers all of your business processes.
Step 4.
The audit process for EMS is required to involve two onsite stages, named stage 1 and stage 2. The stage 2 audit is the normal initial assessment. Stage 1 can be a preassessment visit. The stage 1 visit can include the manual review.
Step 5.
Clearance of non-conformances raised at the audit. This may require an additional visit but it usually doesn't.
Step 6.
Once the audit process is complete, a decision on whether to certify you is made. You will then be offered certification, usually subject to accepting some standard terms and conditions.
Step 7.
At periods from 3 - 12 months thereafter (depending on performance and preference) you will be subject to review or surveillance audits and then a full reassessment at about the third anniversary of your certification.
