Boiler Safety
With increasing demand for automated boiler controls to replace onsite personnel, and increasing availability of such control systems, the Boilers – Code of Practice for the Design, Safe Operation, Maintenance and Servicing: 2005 has been reissued and updated.
This code specifies that certain classes of boiler, operating as limited attendance or fully unattended boilers must be operated under a quality management system that complies with ISO 9001. The purpose is to allow a wide range of boilers and boiler operating configurations to exist and work in a safe manner. Boiler operators are required to be audited, usually annually, to ensure they comply with the relevant sections of the code. The exact sections need to be determined in association with the boiler designer/manufacturer, the Department of Labour and your auditor.
Audits confirm the following:
- Completion of an annual survey
- Required routine servicing and maintenance has been undertaken
- Appropriately trained and qualified people are available
- Suitable contingency and emergency plans are in place
- Records of all aspects of boiler operation are maintained
- Code requirements are met
- Systems to record non-conformances are operational
- Internal audits and management reviews are undertaken
- NB: some classes of maintenance and servicing contractors are also required to be certified to ISO 9001
Audits do not include an inspection of the boiler.
The quality management system for the boiler operation is best incorporated into the quality management system for the entire operation. However it can be set up as a stand-alone system for the boilerhouse-only operation.
